The Finance and Administration departments are located in the Town Offices at 10 S Faithful in West Yellowstone. The Operations Manager is the chief executive officer for the Town and oversees all of the other departments. The Operations Manager reports directly to the Mayor and Council. Due to the fact that the Mayor and Council Members are volunteers, the Operations Manager handles nearly all of the administrative functions of the Town.

The Town of West Yellowstone operates with a $9.7 million dollar expenditure budget for Fiscal Year 2011, which is primarily accounted for and administered by the Finance Director. Most of the funding the Town relies on derives from the 3% resort tax which is collected by local businesses and remitted to the Town. The tax was instituted in January of 1986 and $502,214 was collected for that calendar year. In fiscal year 2009, over $2.2 million was collected, the highest year to date. The resort tax is what has enabled the Town to keep up with the substantial commercial growth in the community, but also support various community functions.

In 2007, the Town Council passed Ordinance No. 222 which established a Marketing and Promotions (MAP) fund for the promotion of the West Yellowstone area. When the resort tax was first instituted in 1986, merchants retained 5% of the tax they collected as an administrative fee and submitted the rest to the Town. Per Ordinance No. 222, merchants now only retain 2.5% of the tax they collect. When the tax is submitted, 2.5% is dedicated to the MAP fund. The Town Council also established a citizens advisory board to approve and recommend projects to the Town Council for funding through the MAP fund. In fiscal year 2008, the Town Council allocated $25,000 as seed money for the MAP fund. It is estimated that there will be more than $70,000 available for promotional activities by the end of the year.

The Town Clerk and Deputy Town Clerk assist the Operations Manager and the Financial Administrator. The clerks are also responsible for the vital records of the Town including Town Council Meeting Minutes and Agendas, business licensing, pet licensing, and cemetery plot purchases. They also maintain the records for collections of resort tax, utility service, and ambulance service. The Town Clerks and Financial Administrator are Notary Publics and perform document notarizations free of charge.
